ok, one thing u need to know, and that is what i was told in the beginning myself -- its not easy. running a forum is a daily, HARD job, of maintaining, moderating, creating new topics, interacting with the members... if the admin is not active -- the forum is doomed.
sometimes i enter someone's new forum and see in each forum / sub-forum 0 topics / 0 replies, and that is the biggest mistake u can make! don't leave the board like this, even if u dont have members. because a new member who will stumble upon ur board wont start off a topic out of nothing, give ur visitors food for the brain, make a few topics for discussion in each forum section. u will feel like talking to a brick wall, but once u will have members, if the topics u made are interesting -- they will reply, participate and it will drug a discussion and activity.
make sure u always welcome the new members and at least at first, reply to the threads / posts they make. Make them feel welcome. Don't make THEM feel like they are talking to a brick wall, else they wont return.
add some interactive elements -- polls, contests, top 10 members, top ten best threads, signature of the week, desktop screenshot of the month... anything that will make a user come back for the results, for the sake of participating or, best of all, for try and win the contest / competition, etc.
also.. needless to say -- make a unique forum. there are tons of webmaster's forums, making one more won't be easy to lift off the ground, especially when there are so many successful and active boards out there. Give a visitors a good reason to sign up and even a better reason to participate. easy said, i know, but forum IS a hard work. Good luck!
