The only thing you should know about applying skins and themes for the entire Operating System, is that it can slow the PC down a bit, if you have less then 256 MB of RAM, this is not recommended... Unless you are very patient and would sacrifice the speed for the sake of a good looking desktop, like no-one lese has!
